Saudi Arabia’s construction sector is expanding rapidly, but for many suppliers and subcontractors, winning projects is only half the battle. Delayed payments, lengthy collection cycles and limited visibility into cash flow can make it difficult to purchase materials, pay employees and fulfil new orders.

Project Suppliers, a Saudi construction and procurement technology startup, wants to address these challenges by combining its digital marketplace with AI-powered financial tools. The company has raised SAR 3.75 million ($1 million) in pre-seed funding from a group of undisclosed angel investors. Founded in 2020 by Hossam Gaber, the company operates a platform connecting buyers and suppliers across Saudi Arabia’s construction and procurement sectors. The new funding will support its expansion into predictive cash flow management and financing solutions for construction and mechanical, electrical and plumbing (MEP) businesses.

Building a Digital Network for Construction Procurement

Construction procurement involves coordinating multiple suppliers, contractors, quotations and transactions. When these processes rely on fragmented systems and manual communication, businesses can struggle to identify suppliers, compare quotations and track procurement activity efficiently. Project Suppliers aims to bring these interactions into one digital environment.

Its platform offers a specialised supplier search engine and tools for managing requests for quotations, tracking transactions and generating reports. According to the company, its database includes more than 12,000 suppliers and contractors, with nearly 600,000 requests for quotations submitted through the platform. These interactions generate operational data about procurement activity across the construction supply chain. Project Suppliers now plans to use that information to address a more fundamental challenge facing the businesses on its platform: access to cash.

Hossam Gaber’s Next Bet: Turning Procurement Data Into Financial Intelligence

For founder and CEO Hossam Gaber, the opportunity extends beyond helping contractors and suppliers find one another. The company wants to use the data generated through procurement activity to develop financial tools that help businesses anticipate and manage liquidity constraints.

“This investment round comes at a pivotal time, reinforcing the importance of the platform as an innovative tool that combines operational connectivity with smart financial solutions,” Gaber said. The company plans to incorporate AI into its data analysis to build predictive and financing tools tailored to construction and MEP businesses. The objective is to help suppliers better anticipate cash flow requirements, manage delayed payments and collections, and make more informed financial decisions. For businesses operating on tight margins, better visibility into when money is expected to arrive can be just as important as securing new orders.

Addressing the Construction Industry’s Cash Flow Gap

Construction supply chains often involve several parties, with payment obligations and collection timelines extending across contractors, subcontractors and suppliers. A supplier may need to pay for materials and fulfil an order well before receiving payment for the work. That mismatch can constrain growth even when demand is strong. Gaber highlighted the importance of the sector to Saudi Arabia’s economic development, particularly as major projects advance under Vision 2030.

“The MEP supply and construction sector is a key backbone of major projects in Saudi Arabia under Vision 2030. However, the sector continues to face structural challenges related to cash flow management and delayed financial settlement cycles between contractors and suppliers,” he said. Project Suppliers intends to build its new financial and technology products around these challenges, using predictive analytics to help businesses manage liquidity and improve supply chain efficiency.

From Saudi Arabia to the Wider GCC

The $1 million pre-seed round will support the development of Project Suppliers’ AI-powered cash flow solutions and the preparation of new financial and technology products for contractors and suppliers.

The company plans to launch these offerings in Saudi Arabia before expanding across the wider GCC. Its existing procurement platform gives it a potential foundation for this strategy: an established network of suppliers and contractors, alongside a growing body of transaction and quotation data.

The next step is to translate that operational footprint into financial services that help businesses manage the realities of construction procurement. If Project Suppliers can successfully connect procurement intelligence with cash flow forecasting and financing, it could move beyond being a place to find suppliers and become a more integral part of how construction businesses manage their operations and growth.
